Scott helped “found” FC (formerly CLM) in 1980  and served as the National Field Director for the first 10 years.  Since 1991, he and his wife, Jan, have been the FC Directors at Princeton University and have given leadership to other FC staff in the Eastern US Region.  Although their East Region covers 12 states, or 1/8th of the nation, the colleges and universities in this region account for 1/4th of all the full-time university students and faculty in America .

After graduating from Lehigh University , Scott worked at Procter & Gamble and Mellon Bank. He then earned his M.B.A. and Ph.D. from Penn State University . In 1973, he joined the associate (part-time) staff of Campus Crusade for Christ. After serving on the faculty at Miami University , Scott joined full-time staff and ministered to and with students and professors at Purdue University for three years (1977-79) before helping to start FC (CLM) in 1980.

Jan spent eight years with the student ministry of Campus Crusade for Christ (1975-1983), serving as the Area Women's Coordinator for 75 staff on campuses in Georgia , Alabama , and Florida . When Jan married Scott in 1983, she joined FC staff.

The Luleys live near Princeton University with their two teenage boys. Scott's hobbies include golf, swimming, skiing, and photography. Jan reads extensively – especially enjoying the Classics and fiction authors like Jane Austen and the Bronte sisters.  She also enjoys many “day trips” in the area.
